In July 2000, the American Society for Training and Development (ASTD) retained Dr. Lynette Gillis to lead the development of the world’s first quality certification service for off-the-shelf E-learning courseware.
The E-Learning Courseware Certification program was created to help users select the highest quality eLearning courseware from the thousands of titles available on the market.
Early in this efforts, ASTD identified Dr. Lynette Gillis’ work (Quality Standards for Evaluating Multimedia and Online Training) as "the most comprehensive" and "the best in the field".
As a result, ASTD invited Lynette to recruit an expert commission to further develop the Quality Standards to meet the ASTD’s certification needs. The result was the formation of an instructional design ‘Dream Team’ composed of the leading thinkers in the field: Dr. David Merrill, Dr. Ruth Clark, Dr. Rich Mayer, Dr. William Coscarelli, Dr Sharon Shrock, and author, Bill Horton.
In the space of six months, the team revised and substantially improved upon the original Quality Standards evaluation model. Upon completion of the refined evaluation system, however, the ASTD elected to pursue a different certification strategy to obviate legal and IP concerns.
